Tower Rock Campground sits on the east flank of Mount St. Helens about a quarter-mile from the Cispus River, where open meadows give way to mountains rising on almost every side. The campground takes its name from a nearby stone pillar and offers 20 semi-private sites shaded by cedar, Douglas fir and maple; every site is configured to serve both tents and RVs, and paved parking spurs will accommodate vehicles roughly 20 30 feet long. Basic but serviceable amenities include drinking water, picnic tables, metal campfire rings and vault toilets. Staffing is limited, so plan ahead and call (360) 686-3008 for general questions; extra vehicles incur an $8 fee. Access is by Forest Service roads branching off the Highway 12/I-5 corridor most visitors reach Tower Rock via Forest Road 28 off Highway 23 and the location makes a convenient base for exploring the eastern approaches to Mount St. Helens and nearby interpretive sites. Outdoor opportunities are concentrated and straightforward: anglers can try brook trout in the Cispus River or pay a fee to fish a privately owned trout pond nearby, while the Burley Mountain trailhead on Forest Road 28 (about four miles from the Highway 23 junction) opens to several waterfall hikes including Angel Falls. Layser Cave Interpretive Site, with its short access trail, is another close excursion. Reservations and cancellations are handled through Recreation.gov; note the campground's fee and refund rules carefully cancellations up to two days before a reservation incur a $10 service fee, cancellations the day before or on the day of arrival incur a $10 service fee plus forfeiture of the first night's use fee (one-night reservations forfeit the full amount), no-shows are assessed a $20 service fee and forfeit the first night's rate, and refund requests must be submitted within seven days after the reservation end date. In the event of an emergency closure, all fees are refunded.
